 Attorney for the Planning Board and Zoning Board of Appeals 

Request for Proposal : The Village/Town of Mount Kisco is accepting proposals from qualified attorneys and/or law firms to serve as Attorney for the Village Planning Board and Zoning Board of Appeals. In this capacity the successful applicant will serve as the chief legal advisor for these boards, provide litigation services, conduct legal research, review all legal documents for these two boards, review all resolutions of the Planning Board, and prepare all decisions of the Zoning Board of Appeals. Compensation for these services will be in the form of an annual retainer paid in twelve equal monthly installments, not on an hourly or per project basis. Please also indicate the hourly rate to be charged to applicants through their escrow account. 

The Village is interested in an attorney/firm with significant experience in land use, planning, and zoning matters. In addition, the successful attorney/firm must be admitted to the bar in New York State, and be able to provide services in the courts of New York State or Federal Courts as required. All proposals should clearly state the educational background and legal experience of the attorney, or in the case of a firm, of the attorneys who will be assigned to work for the Village/Town of Mount Kisco. Further, it is expected that the successful firm would not represent any other residents, businesses, or entities located within the Village/Town of Mount Kisco other than the Village/Town of Mount Kisco, its employees, and volunteers in their capacity as a member of the duly authorized Village Planning Board and Zoning Board of Appeals in order to avoid any potential conflict of interest. 

The proposal submitted should also include a list of references, preferably other municipalities and/or taxpayer funded entities where experience includes work with land use boards or commissions.

Organization Mission: My Sisters’ Place (MSP) is a not-for-profit 501(c)(3) organization that has been providing support to victims of domestic violence and human trafficking throughout Westchester County, NY, since 1978.

Description and Responsibilities: The Immigrant Rights Practice provides legal representation and advocacy to noncitizen survivors of domestic violence and human trafficking before Citizenship and Immigration Services (CIS) and New York Immigration Court on a variety of legal matter. Under the supervision of the CLS Managing Director, the Managing Attorney will represent individual clients, supervise the immigration staff’s caseload, manage grants and manage the practice’s staff. CLS serves MSP’s clients by coordinating services with other programs. CLS also serves as a leader in working for greater access to justice for immigrants by advocating for policies, laws and training at the court, local, state and federal levels that are responsive to immigrant survivors’ concerns.

J.D. Law Degree, admission to New York State Bar; minimum of five to eight years of relevant immigration law experience related to domestic violence and human trafficking. A minimum of three years supervisory experience; experience working with diverse communities; commitment to serving the public interest with high standards of legal practice in a manner that is client-centered; fluency or proficiency in Spanish preferred; excellent written, oral communication, and public speaking skills; proficiency with word processing, spreadsheets and case management database programs; excellent organizational, time management and record keeping skills, including the ability to work independently, assess priorities, take initiative, handle multiple assignments and meet deadlines; excellent interpersonal skills, including the ability to work collaboratively and to interact with management and program staff and build strong client relationships; experience with federal grants a plus
